Cities Forum designed, under its MOVEA brand, a Sustainable Urban Mobility Observatory for the municipality of Requena, giving the city a structured, continuously updated instrument to monitor mobility and steer its sustainable-transport policy. The observatory was conceived not as a one-off study but as a permanent decision-support system, closely linked to the municipality's wider mobility planning.
Our approach
The work began with a needs assessment and a formal proposal defining the observatory's objectives, thematic axes, phases and functionalities, before moving into the development of the platform itself, complete with dashboards and a supporting dataset. Cities Forum grounded the design in the city's real planning context: the observatory connects directly to Requena's Sustainable Urban Mobility Plan (PMUS) and its package of mobility measures, and is integrated with a "data-space kit" so that mobility information can be shared and reused in line with emerging European data-space standards. The engagement also linked to IVACE regional funding and to a new municipal mobility ordinance, embedding the observatory within a coherent policy and financing framework.
What we delivered
Around the core platform, Cities Forum produced the cartography, datasets and a brochure communicating the observatory to stakeholders, and supported related mobility work for the municipality, including technical assistance on the urban-bus service tender and a broader transport study. Site visits and local engagement ensured the tool reflected Requena's specific geography and mobility challenges as a dispersed municipality with a significant rural hinterland.
Impact
The observatory equips Requena to track sustainable-mobility indicators, evaluate the impact of PMUS measures, and align future decisions with monitored evidence, while positioning the city within the data-space and funding ecosystems that will shape Spanish mobility policy over the coming years. It is a further example of Cities Forum's MOVEA capability: turning mobility planning into a living, operational observatory that a municipality can use continuously, rather than a report that ages on a shelf.
