Cities Forum is developing a Roadmap for Sustainable Mobility Transition in Uganda, on behalf of the Transformative Urban Mobility Initiative (TUMI). As Ugandan cities grow rapidly, the choices made now about how people move will shape the country's emissions, economy and quality of life for decades; the roadmap is intended to guide those choices, charting a realistic and financially sound path towards sustainable urban mobility.

Our approach

What distinguishes the assignment is its hard-headed attention to whether proposed measures can actually work and be afforded. Alongside setting a strategic direction, Cities Forum undertakes a viability assessment to test whether sustainable-mobility initiatives are technically and institutionally feasible in the Ugandan context, and an affordability assessment to ensure that solutions are within reach of both public budgets and the citizens who will use them. This focus on affordability is especially important in a developing-country setting, where well-intentioned mobility plans can founder if they assume levels of public funding or user payment that are simply not realistic.

What we delivered

The roadmap also brings a value-for-money (VfM) lens and a structured evaluation of public-private partnership (PPP) opportunities. The VfM analysis helps ensure that scarce resources are directed to the interventions that deliver the greatest benefit per unit of cost, while the assessment of PPP opportunities explores where private investment and capability can be mobilised to support sustainable-mobility initiatives that the public sector could not deliver alone. Together, these analyses ground the roadmap's ambitions in a clear-eyed assessment of feasibility, cost and financing, the questions that ultimately determine whether a plan is implemented or shelved.

Impact

By combining strategic direction with viability, affordability, value-for-money and PPP analysis, Cities Forum gives Uganda a roadmap that is not only aspirational but genuinely actionable and financeable. For the firm, the engagement reinforces its expertise in sustainable-mobility planning for developing cities and its long-standing collaboration with TUMI, and reflects a consistent principle in its work: that credible plans must be honest about money, feasibility and delivery if they are to change how cities actually move.
