Regional Freight-Decarbonisation Dashboard for Asia

Cities Forum was engaged by TUEWAS, GIZ's regional network for Transport, Environment, Energy and Water in Asia, to develop a comparative regional dashboard visualising key freight-decarbonisation indicators across four major Asian economies, India, Indonesia, Vietnam and China. Freight is one of the hardest and fastest-growing sources of transport emissions in Asia, yet progress is difficult to compare across countries; the dashboard was conceived to make that progress visible, comparable and actionable for policymakers and development partners across the region.

Our approach

The assignment required both analytical and design rigour. Cities Forum defined a coherent set of indicators spanning policy readiness, vehicle-fleet transition, charging- and refuelling-infrastructure development, and emission trends, ensuring each was meaningful, measurable and comparable across four very different national contexts. The team then gathered and harmonised data from national and international sources, resolving definitional differences so that a like-for-like comparison could be drawn, and structured the information into an intuitive, interactive dashboard enabling users to compare countries, track change over time, and drill into specific themes.

What we delivered

The result allows users to compare, at a glance, how the four countries stand on the policy frameworks that enable freight decarbonisation, the pace at which their truck and commercial fleets are transitioning to cleaner technologies, the build-out of the supporting infrastructure, and the trajectory of freight-sector emissions. By turning scattered and often inaccessible data into a single, clear comparative picture, the dashboard supports evidence-based policy dialogue, peer learning between countries, and the targeting of technical assistance and finance where they can have most impact.

Impact

For GIZ and its regional partners, the dashboard provides a practical instrument to monitor and accelerate freight decarbonisation across Asia, and to hold a mirror to national progress in a way that encourages ambition. For Cities Forum, the project reinforced its expertise in transport data, benchmarking and the design of decision-support tools, combining freight-decarbonisation knowledge with the ability to render complex, multi-country information into a compelling and genuinely useful visual platform.
