Cities Forum prepared an e-mobility policy assessment and action plan, together with a transport-sector decarbonisation roadmap, for Thailand, on behalf of the Asian Development Bank (ADB). Thailand is both a major automotive-manufacturing hub and a country with rising transport emissions, giving it a distinctive stake in the shift to electric mobility and a strong platform from which to lead in the region. The assignment set out to chart how Thailand can accelerate that shift and decarbonise its transport sector in a structured, evidence-based way.

Our approach

The work had two complementary components. The first was an e-mobility policy assessment and action plan, taking stock of Thailand's existing policies, incentives and market conditions, identifying gaps and opportunities, and setting out concrete actions to accelerate the adoption of electric vehicles across segments. The second was a transport-sector decarbonisation roadmap, situating e-mobility within the broader challenge of cutting emissions across the whole transport system, and defining pathways, measures and priorities to move the sector onto a lower-carbon trajectory over time.

What we delivered

A notable feature of the assignment was its attention to freight and logistics, often the hardest part of transport to decarbonise. Cities Forum prepared concept notes on public-private partnership (PPP) approaches to freight-sector decarbonisation and on the development of a green logistics zone, practical instruments for mobilising private investment and concentrating clean-logistics activity. This focus reflects a sophisticated understanding that decarbonising transport requires more than electrifying passenger cars; it demands credible strategies for freight, and mechanisms to bring private capital and innovation into play.

Impact

The assignment gave ADB and Thai stakeholders a clear assessment of where Thailand stands on e-mobility, an action plan to accelerate it, and a roadmap to decarbonise the transport sector as a whole, including concrete, investable ideas for greening freight. For Cities Forum, it reinforced the firm's expertise in transport-decarbonisation strategy and e-mobility policy at national scale, and its role as a trusted adviser to multilateral development banks driving the transition across Asia.
