Cities Forum co-developed, with GIZ and the Transformative Urban Mobility Initiative (TUMI), a global Massive Open Online Course on sustainable urban mobility, designed to build capacity among practitioners and public officials in emerging economies. Where in-person technical assistance reaches a handful of cities, a well-made MOOC can reach thousands of practitioners at once; the course was conceived precisely to extend hard-won expertise at scale and without geographic or financial barriers.

Our approach

The curriculum is structured and modular, covering the foundations of sustainable-transport policy, the avoid–shift–improve framework, clean technologies, multimodal integration, inclusive mobility, and the governance and financing of urban-transport reform. Cities Forum contributed to the pedagogical design, the development of course content, and the production of video lectures, case studies and interactive learning materials, drawing on real projects from Latin America, Africa and Asia so that learners see the concepts applied in contexts resembling their own. The course blends asynchronous learning with activity-based modules, downloadable reference documents, quizzes, discussion forums and capstone exercises that let participants apply the methodology to their own cities.

What we delivered

Accessibility was a guiding design principle: content is delivered through a user-friendly platform, in multiple languages where possible, and structured so that a practitioner with limited resources can still complete it and act on it. Deliverables included professionally produced video modules, slide decks and speaker notes, a participant handbook, question banks, assessment rubrics and certification criteria, a complete, reusable learning product rather than a fixed event.

Impact

The MOOC extends the combined expertise of Cities Forum, GIZ and TUMI to thousands of practitioners worldwide, catalysing the uptake of sustainable urban-mobility solutions in developing cities and complementing national technical-assistance programmes with open, reusable knowledge. For Cities Forum it consolidated a strand of work, high-quality digital capacity-building, that multiplies impact far beyond any single consultancy, and reinforced the firm's standing within the global sustainable-mobility community as a partner able to teach as well as to advise.
