Cities Forum is developing a National Electric Mobility Policy and Action Plan for Kenya, supporting the Government of Kenya as the country positions itself among Africa's leaders in the transition to electric transport. Kenya's largely renewable electricity mix and its dynamic mobility sector make it fertile ground for electric mobility, but realising that potential requires a coherent national framework; the assignment provides exactly that, a policy and a concrete plan to turn ambition into action.
Our approach
The work is structured around three mutually reinforcing strands. First, Cities Forum supports the National E-Mobility Task Force, the multi-stakeholder body coordinating Kenya's transition, helping to marshal the many actors, ministries, utilities, private operators, manufacturers and development partners, whose alignment is essential to progress. Second, the team prepares the policy framework itself, setting out the vision, objectives and instruments needed to accelerate electric mobility, from incentives and standards to charging infrastructure and local-industry development. Third, it facilitates capacity-building programmes and international study tours, exposing Kenyan decision-makers to proven approaches elsewhere and strengthening the skills and institutions that will carry the transition forward.
What we delivered
This combination of policy design, institutional coordination and capacity building reflects a considered theory of change. A policy document alone rarely shifts a market; it must be accompanied by an empowered coordinating body, a practical action plan, and people and institutions equipped to deliver. By working across all three, Cities Forum helps ensure that Kenya's move to electric mobility is not only well-conceived on paper but supported by the coordination, capability and political momentum needed to succeed.
Impact
The engagement supports Kenya in establishing a clear, actionable national pathway for electric mobility, aligned with its climate commitments and its ambitions for a cleaner, more modern transport sector. For Cities Forum, it extends a growing African portfolio and demonstrates the firm's ability to accompany national governments across the full journey of a mobility transition, from framing policy and coordinating stakeholders to building the capacity that makes implementation real.
