Training Needs Assessment for Electric Buses in India

Cities Forum developed a comprehensive Training Needs Assessment (TNA) covering the complete electric-bus lifecycle, on behalf of GIZ. As Indian cities procure electric buses at growing scale, a quieter but decisive challenge emerges: the workforce and institutions operating these buses need new skills across every stage, from strategic planning to end-of-life recycling. Without that capability, even well-financed e-bus programmes underperform; the TNA was designed to map exactly what those skills are and where the gaps lie.

Our approach

The assessment was distinctive in its breadth, addressing the full electric-bus lifecycle rather than any single stage. Cities Forum structured the framework around strategy and planning, technical-specification design, financial planning, procurement, operations, monitoring and control, repair and maintenance, safety, and end-of-life recycling. For each of these stages the team identified the competencies required, the roles responsible, and the gap between current and needed capability, building a systematic picture of where training and institutional strengthening would deliver the greatest returns.

What we delivered

This lifecycle lens is what gives the assessment its value. E-bus programmes often concentrate attention on the visible early stages, procurement and deployment, while neglecting the operational, maintenance, safety and recycling capabilities that determine whether the fleet performs and endures. By covering the entire journey of an electric bus, from the strategic decision to adopt through to responsible disposal and battery recycling, Cities Forum produced an assessment that helps ensure e-bus investments are sustained and safe over their whole life, not just launched successfully.

Impact

The Training Needs Assessment gives GIZ and its Indian partners a clear, structured basis for designing capacity-building programmes that match the real needs of the electric-bus transition, prioritising the competencies that matter most at each stage. For Cities Forum, the assignment reinforced its expertise in e-bus systems and in the human and institutional dimensions of mobility transitions, a reminder that the shift to clean public transport depends as much on skills and capability as on vehicles and infrastructure.
