SME4SmartCities, Capacity Building for Smart-City SMEs

Cities Forum collaborated with CEEIM on the SME4SmartCities initiative, a capacity-building programme designed to help small and medium-sized enterprises working on smart-city solutions across the Mediterranean region win public business. The initiative tackled a persistent structural problem: innovative SMEs frequently offer exactly the technologies cities need, yet struggle to navigate municipal procurement, financing and go-to-market realities, while cities, in turn, miss out on local innovation. SME4SmartCities set out to close that gap on both sides.
Our approach
Cities Forum led the identification of training needs through interviews with SMEs and city buyers, and produced a thorough analysis of municipal procurement trends and priority urban challenges, mobility, energy efficiency, digital services and citizen engagement. From this evidence base the team designed a modular curriculum covering public tendering, financial instruments, value-proposition design and go-to-market strategy. The content deliberately blended theory with practice: live sessions, e-learning materials, case studies drawn from Spanish and international smart-city projects, and mentoring sessions delivered by senior Cities Forum experts who had sat on both sides of the procurement table.
What we delivered
Beyond training, Cities Forum contributed to the design and content of the SME4SmartCities digital platform, a matchmaking space intended to connect SME supply with municipal demand across the region. Deliverables spanned analytical reports, training manuals and slide decks, video modules, a curated library of smart-city references, and platform content, a reusable knowledge package rather than a one-off course.
Impact
The initiative strengthened the positioning of Mediterranean SMEs within municipal procurement ecosystems, generated new business opportunities, and fed directly into the European agenda of leveraging SMEs as drivers of urban innovation and digital transformation in mid-sized cities. It also deepened Cities Forum's partnership with CEEIM and its wider role in the regional innovation ecosystem of Murcia and the Mediterranean. By equipping smaller firms with the commercial and procurement literacy they typically lack, the programme helped translate technological promise into deployed solutions, and reinforced Cities Forum's conviction that a thriving SME base is essential to delivering the smart, sustainable city in practice rather than in theory.
