Cities Forum supports the Government of Madhya Pradesh in implementing its Electric Vehicle Policy 2025, translating policy ambition into an actionable, phased programme of delivery. Announcing an EV policy is one thing; realising it across a large and diverse Indian state, with its own market, grid, institutions and mobility patterns, is another, and Cities Forum's role is to bridge that gap with a structured implementation roadmap and hands-on support.

Our approach

The assignment spans the full arc of EV-transition delivery. Cities Forum helps develop the EV transition roadmap that sequences the state's move to electric mobility, and supports the planning and deployment of charging infrastructure to ensure that vehicles have a reliable network to rely on. A central pillar is e-bus deployment, bringing clean public transport to the state's cities, alongside the design of financial-incentive mechanisms that make electric vehicles attractive and affordable to buyers and operators. The work is rounded out with marketing and promotion to build public awareness and demand, and with capacity building to equip state and city institutions to manage the transition themselves.

What we delivered

By working across policy, infrastructure, public transport, finance, communication and capacity in a coordinated way, Cities Forum helps ensure that Madhya Pradesh's EV policy does not remain on paper but takes shape on the ground, as charging points, electric buses, informed consumers and capable institutions. The phased approach allows early wins to build momentum and learning while laying the groundwork for larger-scale deployment, managing the transition in a way that is both ambitious and realistic.

Impact

The engagement positions Madhya Pradesh to become a reference state in India's electric-mobility transition, with a clear, financeable pathway from policy to implementation. For Cities Forum, it reinforces a growing body of work supporting Indian state and city governments to move from EV strategy to delivery, and demonstrates the firm's ability to accompany public authorities across every dimension of the shift to clean, electric transport.
