Cities Forum supported the Inter-American Development Bank in the design of Paraguay's national communication and outreach strategy for the electrification of road transport. The assignment sat at the intersection of climate policy, industrial transformation and public acceptance: the Government of Paraguay had committed, through its updated Nationally Determined Contributions, to a progressive shift towards low- and zero-emission mobility, but lacked a structured narrative and engagement plan capable of aligning the many actors involved in that transition.
Our approach
The work combined a rigorous documentary and regulatory analysis with intensive field engagement. Cities Forum reviewed the country's existing mobility and energy frameworks, its climate commitments and the incentive structures already in place, and produced a comprehensive stakeholder mapping covering public administrations, vehicle importers and distributors, energy utilities, multilateral partners and civil-society organisations. A multidisciplinary team of mobility, policy and communication specialists then conducted in-depth interviews, facilitated co-creation workshops in Asunción, and prepared a standardisation guide for electric vehicles across the main terrestrial transport categories, two-wheelers, taxis, buses and light commercial fleets, so that public messaging could rest on a solid technical base.
What we delivered
From this diagnostic, the team articulated the vision, mission and strategic objectives of the national EV strategy and translated them into an operational communication plan. Deliverables included audience-segmented messaging guidelines, a phased action plan aligned with Paraguay's 2030 climate and mobility targets, editorial and campaign concepts, and capacity-building materials enabling local counterparts to sustain the effort beyond the consultancy. Field activities alternated remote coordination with on-site missions between July 2022 and April 2023, ensuring that the strategy reflected local political, cultural and market realities.
Impact
The resulting framework gave the Government of Paraguay and the IDB a replicable, evidence-based instrument to accelerate public acceptance of electric mobility, de-risk early investments in charging infrastructure and align private-sector action with national decarbonisation commitments. Embedded within the broader MOVE programme for Latin America, the strategy positioned communication not as an afterthought but as a core lever of the transport-energy transition, and consolidated Cities Forum's role as a trusted partner for multilateral banks operating at the frontier of sustainable mobility in the region.
