For the Government of Nauru and the Asian Development Bank, Cities Forum developed a complete technical and financial proposal for an electric-bus public-transport system adapted to the realities of a small Pacific island state. Nauru's tiny size, its heavy dependence on imported fossil fuels and its acute exposure to climate change make it both a challenging and an emblematic setting for e-mobility: get the design right, and a small island can leapfrog straight to clean public transport while demonstrating a model for its neighbours.
Our approach
The assignment began with a diagnostic of Nauru's transport demand, road network and energy context, from which the team defined an optimal operating concept combining fixed routes and on-demand services for a population of roughly twelve thousand. Cities Forum then produced detailed technical specifications for e-bus procurement, vehicle sizing, battery capacity and climatic adaptations, together with depot design, smart-charging equipment, telematics and fleet-management systems, and an economic analysis comparing electric against conventional diesel solutions over the full asset lifetime. Stakeholder engagement involved the Department of Transport, public utilities, private operators and community representatives, supported by a field mission that documented operational realities and infrastructure constraints on the ground.
What we delivered
Deliverables included the inception report, technology-selection guidelines, station mapping for charging infrastructure, operational procedures, driver-training packages, an implementation roadmap and a financial model evaluating public subsidies, donor funding and tariff structures. The package was designed to be genuinely bankable, detailed enough to move from study to procurement, rather than a conceptual sketch.
Impact
The result gives Nauru a credible blueprint to leapfrog to electric public transport, reduce fossil-fuel dependency in one of the most exposed small island developing states, and demonstrate the feasibility of e-mobility in Pacific contexts for replication elsewhere. For Cities Forum, the project reinforced a specialisation in island and small-state mobility, where standard continental assumptions rarely apply, and deepened its relationship with the Asian Development Bank, showing that world-class technical design can be tailored to the specific constraints and opportunities of the smallest jurisdictions.
